Roguesan only wear up to leather armor.
You might be thinking of Shaman, who do get mail at 40.

I have a new lvl 29 Rogue and have a bow. Question what would be better stay with the bow or use some type of thrown weapon? wowarmoryomcharter-sheet.xml?r=Medivh&n=Tohru
Until you get Deadly Throw it is of noonsequee. Ranged weapon damage is ionsequential. All you really want is the statssomething that does any damage at all tp pull with. So whhever of the two gives most stat bonuses.
For PvE, whatever gives you the best stats. For PvP, thrown for deadly!

Providing the weapons bonus is equal I would take thrown. Generally you are not killing with range, so the dps isn't that important. Plus if you are levelling the extra bag spe is very handy.
